NUDEIL Technical Support

The NUDEIL program support office is managed by Winrock International and provides technical support to the target District implementing offices. The support office has four major departments; finance, procurement, engineering and community and government liaising

Engineering

The NUDEIL Engineering team provides technical support for the projects identified by the Districts from planning to close-out. The Engineering team performs field assessments, site survey, site design, cost estimation, project schedule and budget management, and prepares contract documents on behalf of the Districts.  The Engineering team is also responsible for supervision of construction and ensures that projects are completed according to plans, national standards, and contract terms and conditions.

The Engineering team works closely with the NUDEIL Community and Government Liaising team to ensure community involvement and support prior to and throughout project implementation.

Community and Government Liaising

NUDEIL’s Community and Government Liaising team is responsible for creating awareness of program objectives and to mobilize communities to get involved in NUDEIL activities.

The team also facilitates cooperation between the District Local Government and community members to overcome challenges and work through issues that might delay delivery of service to communities.

Finance

NUDEIL’s Finance support team is responsible for liaising with participating District officials concerning all program funds. The team monitors and reconciles all funds disbursed to the District NUDEIL accounts by USAID through the Ministry of Finance Planning and Economic Development. Where necessary, the NUDEIL Finance team also provides financial training to the District Local Government financial officials.

Procurement

It is crucial that procurement of all NUDEIL program goods and services is carefully managed to ensure that suppliers produce deliverables which meet program expectations and The GOU’s Public Procurement and Disposal of Public Assets (PPDA) Authority and USAID standards. NUDEIL’s Procurement support team is responsible for assisting in preparation of contract documents in accordance with specifications submitted by the Engineering team. The team also ensures that all standards, design requirements, Program budgets, transparency in public opening of bids and delivery methods are adhered to before the Districts award contracts.
